C-1 (Neighborhood Commercial): The C-1 district is established to provide decentralized areas for the retail sales of goods and for personal services which provide the everyday necessities and conveniences of local residents. This district is intended to permit only those nonresidential commercial uses of land and structures which blend smoothly into the character of adjoining residential areas. It is further intended to exclude all activities which generate perceptible light or noise or attract traffic from outside the immediate neighborhood.

All that tract, or lot located in the Town of Wadley, 83rd District, G.M of Jefferson County, Georgia, bounded on the North and West by the Louisville and Wadley Railroad Right of Way, on the East by lot now or formerly owned by Ella Perry, South by the Central of Georgia Railroad Right of Way, formerly known as the George Howard House and Lot, and being the same property conveyed to Emma Gould by Dr. W.B. Holmes by deed recorded in the Office of the Clerk of Jefferson County, Georgia, in Deed Book QQ. Page 40 and being the identical property that was conveyed from Emma Gould to Jack J. Hayles and Luverta F. Hayles, said deed being recorded in the Office of the Clerk of Jefferson County, Georgia in Deed Book 31 at Page 14.
